What’s the best sim card to receive calls from Europe?

I have an unlocked Samsung phone and while I was in Ukraine I just popped one of their sims in and it worked great but now I’m back in the US. What would be the best sim card to get to use here and also to be able to receive calls from Ukraine? Of course I’d like to go the cheapest route but also I would love a sim card whose service was great, as in, no dropped calls every 5 seconds. Thanks for the info!

Recieving calls from Ukraine will simply take minutes from your time on a US sim card. There is no long distance to recieve a call. Calling TO Ukraine from a US sim card – there just is no “cheap”.
I like T-Mobile over AT&T for coverage and service. Alltel or Verizon also has acceptable coverage. I prefer either T-Mo or AT&T because they can actually SMS to Ukraine, while the others have limited agreements for SMS.
T-Mobile prepaid costs 10 cents for an incoming or outgoing call. And SMS is 10 cents to send, and free to recieve (they say it costs more, but it doesn’t). Contract rates are higher, as are AT&T’s rates.
